Seeking ethnic chow in San Diego

I'm not too familiar with San Diego, except for the touristy Gaslamp area. I'll be staying in Pacific Beach next week for a few days and I am committed to exploring the rest of the city (I will have a car).

Any tips on good neighborhoods to check out, especially some real ethnic ones? Awesomely authentic and cheap food to match would be much appreciated.

After a bit of Googling, I'm thinking of checking out City Heights for starters. There seems to be several pho places on El Cajon/43rd. Any recommendations? Any specialties of the city I shouldn't miss? I currently reside in LA if you want to tell me what I'm missing here.
