Is there a secret to tender lamb stew/curry?

It seems anytime I attempt a lamb stew the meat turns out very tough & chewy. Is there any cut or preparation that results in something tender? I think the local Ontario lamb we get from neighbourhood Greek butchers is decent quality, chops cook up delicious and restaurants seem to get good results from stew cuts.
