At SHiro's they seem to save the o-toro for their "preferred" (e.g. tasting menu) customers. Once I asked for o-toro and they said they didn't have any, then I saw the tasting-menu chef give some out, another time I asked for o-toro and they gave me chu-toro, which they said was the best they had, then I saw the tasting chef give some o-toro out again. The pieces at Shiro tend to be smaller it seems, too, than some places. They do have some nice crab cream croquettes, and chicken karaage (fried drummettes), and a nice unagi "special" sushi where they tempura the unagi and put some sauce on it before putting it on the rice.
