Kiddo has been asking for a while, and most recently had some subpar dim sum in San Diego.
Our trajectory so far in Seattle area. Started with always going to Noble Court in Bellevue. Then moved onto Jade Garden in the ID. Most recently, and probably the last 20 times, Top Gun in Factoria.
What is the CH favorite at the moment? SEA is more convenient, but eastside is ok. No pref between carts and menu. Also to the extent it is important, we typically get pretty standard stuff, so it doesn't have to be exotic to fit the bill.
I recommend Harbor City in the I.D., right across the street from Jade Garden. They are a consistent, quality operation and service is quite good. Very good selection of steamed, baked, and fried; excellent Chinese greens as well.
Only place I will go / have gone for several years. I doubt you will find better but if you do, please let me know.
During non-dim sum hours they have some of the best duck dishes around.
I agree with Scott. Harbor is delicious. And I just wanted to share this place I discovered! You may have already been to it. It's called Country Dough and its hidden at the Market. It's so cool they shave their noodles by hand! And its delicious.

Agreed that Harbor City remains best overall dim sum in area (putting aside DTF as belonging mostly to another genre). I went to Jade Garden recently, and still feel that Harbor City has an edge. In the past I also frequented all the same ones that sasha1 mentions.
There are a few places remaining on my list to try in Seattle and Renton - e.g, Tea Palace, Hong Kong Seafood Restaurant - but by all accounts none seem more promising than Harbor City.
One that is overlooked (probably due to odd location... maybe too nice inside?) is O'Asian. For my tastes, I think that one and Harbor City are the two best in Seattle. It's important you hit O'Asian during the peak time for maximum freshness (as is the case with all DS IMO). Even during the peak hours, I have never had to wait long for a table. Usually get seated right away. The pork with peanuts dumplings are great.
O'Asian has closed. If you liked what they were doing there, try Dim Sum Factory in Bellevue. Personally, not a fan.
I tried O'Asian once when I worked in downtown SEA, during the week. It was pretty tasty, but pricey. I don't think we got dimsum. Maybe I order of some kind of dumping, and a couple other entree type dishes. I was with nonadventurous folk.
We did go to Harbor City. It looks tiny from the outside, but they have a hidden second room that doubles the size of the place. We didn't end up eating as much as we usually do, because the kids were so hungry waiting in line (at 1pm strangely) that we got them 1/2 lb of bbq pork that they ate outside. I thought the baked bbq pork buns were the best I've had in town. I was soso on the siu mai - they were a little on the too chunky side. Some of the shrimp or shrimp and ___ (i.e. har gow, shrimp and scallion pan fry and steam, shrimp egg roll) were outstanding. Others, it tasted like the shrimp were a little off. Day old maybe. I was bummed that 2 of my favorites, shrimp and eggplant and shrimp and tofu, came on the last cart, after we were full already. The bean curd rolls, which we typically enjoy, never made an appearance. I think our group's consensus was that we prefer Top Gun, and will probably go back there next time, unless there is another place worth trying that we haven't yet.
My fav is Harbor City.

Not so much of a tourist spot. Lots of Asian locals dine here.

First choice is Harbor City. I also like that they still serve Dim Sum anytime. Seems to be fresher when ordered off the menu.
Second choice is Honey Court.
