The Saigon Restaurant -- by the Pacific Mall where Richmond, El Cerrito and Albany butt up against each other -- got a try-out from me and my friend who lives just down the street.

We ordered a lot of items from their dim sum menu. The verdict:

Very good food and very low prices. The stuffed eggplant was our favorite.

Service was haphazard.

Acoustics were DREADFUL! And this was at 11:45 a.m. It was a struggle to have just a simple conversation. My friend was so put out by the noise problem that she said she won't be going back, even though it's only a couple of blocks from her place.

BTW, don't know why they named it "Saigon" -- seemed pure Chinese to me.
