Is is safe to eat Basil with bugs?

I notice this white, nasty growth on my sorry excuse for a basil plant. I do like to use it on pizza, etc but always wondered if it was bad to eat the nasty growth that can't be washed off. I have bought/planted so many basil plants here in sofla and it's always the same pattern, they're good for a few weeks then they get scraggly and the bugs get to them- even the non-organic ones. Unlike the cuban oregano that's looked 100% amazing all the time for almost a decade, i do nothing to it, and i grew it from a cutting.
