I recently visited Chicago and tried the dim sum at Royal Dragon in Chinatown (also tried Phoenix). I thought the dim sum here was good although the selection was very limited (no trolley service either). The best dishes were the har gow & pork w/thousand year egg jook. They need to improve the taste of their rice noodles though. They have specials for chow fun or chow mein for $3.88 and pretty much every table had at least 1 plate. I also noticed on the window there was a sign (in Chinese) for a special that had 100 dumplings for only $20.00. I'd be interested in any other opinions on this restaurant.
