In the old days, my wife and I might go to St. Paul's "Carousel" restaurant for a special occasion meal. This revolving restaurant on the top floor of what was then the Radisson offered a great view of the city and river. It's been closed for a decade. What restaurants in the Twin Cities offer a fabulous view? (There are plenty of rooftop and patio dining options, but most of them don't offer a view of anything I'd care to look at.)
That is a challenging question.
My husband and I went to dinner last night at Birch's On the Lake in Long Lake (formerly Billy's Lighthouse). It might not be the view you are looking for but we had a lovely table in the Supperclub at the windows overlooking the lake. We temporarily forgot we were just outside the Cities. Plus we were impressed with the food.
The Radisson in Duluth still has a rotating restaurant. But that's a couple of hours away from The Cities. :-)
In a similar vein as Birch's, you can snag a window table on the south side of CōV in downtown Wayzata. IMHO the food is not the reason to go there, but it's not terrible. The restaurant is decorated nicely and you get to see Lake Minnetonka.
Nicollet Island Inn has a fabu view.
I miss the Carousel, too. Really great brunch spot.
