Ripoff Sidewalk Carts

Outside Madison Square Garden the night of the Dave Matthews concert, there was a hot dog vendor set up on the 7th Avenue side.

OK, the guys who work late hours usually charge more because they can -- there aren't that many carts out after dark, very few after 10 p.m. I understand that.

I asked for two hot dogs with mustard and handed the guy a $5 bill. He said, "You need one more." Six dollars? Three bucks for a dirty water dog? Don't think so. I damn near had a fight with the guy to get the $5 back (I'm big and he backed down but not without some nasty language both ways).

Does anyone regulate these guys or are they free to charge whatever they think the can get away with? Are the obligated to post their prices?
