Rip Off Attempt: Foiled

Went to the St. Lawrence Mkt today and thought I'd pick up a piece of tuna for the bbq. I don't really have a favourite fish monger so I went to the closest stall. I picked out a nice looking piece of tuna and here's where it got interesting.
The sales lady wrapped the piece of tuna in a ginormous piece of butcher paper, put the whole thing on the scale and announced, "$19.30".
"Hang ON!", I said. "I don't want to be paying $29.99 a pound for all of the paper you wrapped it in!"
"We have to do that", she said. "We're not allowed to put the fish right on the scale."
"So you're telling me you don't have a piece of paper or plastic you can put it on?"
The sales lady shot me a nasty look, went over to the other side of the stall, grabbed a piece of plastic tissue from the box there, unwrapped the tuna from the package, put it on the plastic tissue, put it back on the scale, and announced, "$18.29!"
I've got the name of the place but I don't know if I'm allowed to post it so I'll leave it off for now. I may not have a favourite fish monger in the St. Lawrence Mkt but I sure know who's never getting my business again.
