Retinning the bottom portion of a bain-marie

I just bought a second-hand ceramic/copper bain-marie. The bottom portion needs retinning, but is it really necessary since it will not come in contact with food? Will the lack of tin have much effect on how well it conducts heat to the ceramic upper pot? The lid is in fairly good condition, but does show a little tarnish. Is there a good, safe product to remove these tarnish marks from the tin on the lid?
