Best restaurant to build menu around the wine?

Boss gives my son and GF carte blanche to dine anywhere in Manhattan, and they turn to ME, the family hound, for ideas. I suggest they build their choice around the wine list, reasoning that the offer frees them to experience a more amazing bottle than they might choose on their own--and they would like that bottle to contain burgundy. They have enjoyed most Manhattan offerings as well as fine dining in France and Italy, and would like more classic French renderings, plating, and service--all in a pretty and romantic setting!

Reading through the threads, there are votes for and against Le Bernardin, Bouley, Daniel, Ducasse, Per Se and Tocqueville.......and I'm looking for that one little detail that will help them choose the right candidate! (yeah, and I might just have to travel down there from Boston to tag along).
