Requesting a specific table in a restaurant?

When making a dinner reservation over the telephone how does one go about requesting a table by say the window overlooking the breakers?

Do you mention it over the telephone? Do you warm up with "my wife and I are having our 40th anniversary?" Do you wait untill you're face to face? Or do you slip him fifty?

Extra information: I'm under thirty, don't own a power suit or even a tie, I'm a little pushy, I do have a little extra cash, but police and judges don't usually take my bribes so why would a maitre d'?
