Removing black marks from carbon steel knife

Hi guys — I recently bought a vintage Acier Garanti knife from France that I've been trying to restore and am having a hard time removing the blacks marks that seem etched into the blade. I soaked the blade in citric acid and warm water to remove some of the rust but the marks got darker and I'm worried I'll wreck the knife if I continue this way. I understand that this may be the patina but is there any way to polish this knife so it looks more shiny and less leopard-like!? I had a go with fine steel wool and 400 grit which made a tiny difference but really only brought it back to what it looked like at the start. Hmm!
