Can you reconstitute hard raisins?

I have some golden raisins that have turned into pebbles. OK, I exaggerate, but still, they're harder than they ought to be.

I don't have any particular recipe I intend to use them with, so this is just a general question.

Can you reconstitute hard raisins? And if so, what's the way to do it? Warm liquid? Hot liquid? Temperature doesn't matter?
