Recipe for Chai Concentrate?

I am trying to develop a recipe for a chai concentrate for the cafe I work at. I've tried a bunch of tea/spice mixes from a few different tea vendors, but they keep coming out very watery tasting. The spice flavor is there, but the tea taste disappears. Should I just add more tea? Change the steeping time? Change the temperature? (There's a limit to how much I can change the water temperature, since I'm not in a kitchen).

Does anyone have a good recipe for a tea/spice mix? Or, if you have suggestions on how to prepare the concentrate that would be great too. I have been using 3/4 cup tea/spice mix to 1/2 gallon of very hot (a few degrees short of boiling) water and letting it steep for 10 - 20 minutes (I've tried different steeping times without much change in result).

I am adding a small amount of honey to the mix (~1/2 cup per 1/2 gallon), and am pretty happy with the sweetness level that results. However, I'm open to suggestions on any aspect of this process.
