Need rec for 30+ people birthday

I know there have been multiple threads on birthday celebration venues, but this inquiry has its own specs:

- within the city limits of San Francisco
- space for 30-40 people, not necessarily at one table
- under $30 per person for food, tip, tax, excluding alcohol
- either full bar or multiple good beers (Anchor, Sierra, Guinness, or microbrew, etc.) on tap
- not Italian, not Bucca, not Bocce, not Olive Garden, oh please please please FTLOG no
- not a crappy chain, not Chevy's
- not so loud you have to yell to be heard
- reasonable for a handful of babies/toddlers to show up w/parents
- of course, good food, but does not have to be exquisite
- room to mingle, i.e. spacious bar area, would be nice
- open Sunday would be helpful but not required

something along the lines of Gordon Biersch, but either with better beer or less expensive food

willing to be flexible with these specs, but want to see if anyone knows of a place that meets the specs
