Question about puff pastry

I made a simple apple galette using frozen puff pastry from Trader Joe's. The puff pastry covered by the apples did not rise at all but the edges all around did. I read on another site that the pastry should not be docked; the pastry comes already docked. Is this the reason for the flat pastry and uncooked appearance and texture?
