Quebec City restaurants for solo traveler

Looking to help my mom find great restaurants in Quebec City. She is a cancer patient traveling alone in between chemo sessions. This is a very important vacation for her. She loves croissants so she'll certainly want those for breakfast every day. She doesn't like seafood and she limits her red meat intake (but loves lamb or a good steak. Will probably eat 2-3 servings on this trip total red meat). She loves food and eating well but isn't as tolerant of expensive food as I am, mid-range would be best of her, maybe 1 splurge. Nothing too haute, classic regional standards would be best. She's staying in old town, anything that's not too hard to get to with a taxi is always good. She loves a good cheese plate. Loves salty caramel and dark chocolate. This trip is at the end of April.
