problem with SF tonic water

I've been in town about six months now and had so much trouble getting a decent gin in tonic that I've stopped trying. At three or four separate places I've ordered the standard beverage only to receive a drink entirely lacking in pep, fizz, and character. It was as if the bar rag had been squeezed into my glass and gin added. I've sent the drinks back each time, explaining that the tonic water must be flat. Inevitably the response I get is: "there's no problem with the tonic water. That's just the way it is."

Two questions:
Has anyone else experienced this?
Are there any bars in town with good tonic water? (Tonic, maybe?)
