Pressure Cooking for Two

I'm about to pull the trigger on an Instant Pot, and in browsing PC cookbooks, I came across a warning that said that many recipes shouldn't be reduced or doubled because there might not be enough liquid, or there might be too much food for the pot.

Too much food I get, that will likely never be my problem. But too little liquid. Ok, right, I do need to use liquid. But, as long as I'm using the minimum recommended by the manufacturer, will I be ok? How will I know when a recipe can be scaled by half?
