What is the point of rolling out a franchise wide program when it finally hits a location and staff is untrained or knows what to do about it?

I know I'm talking about a fast food chain, and I do empathize with employees whom probably haven't gotten much information from corporate, but the bottom line is, I've been out 10 bucks to this Burger King Crown Card Mobile Payment program for months, and now that it finally arrived at the location near me, NO ONE seems to know anything about it! Even the "we accept PayPal" portion of the BK app!

Could BK corporate have done, I don't know, training for franchise locations that will be getting said program before the roll out? Instead of employees without much of a clue trying to enter the mobile code as a gift card number as opposed to a mobile payment entry, to say nothing about not knowing what PayPal is, despite the location being listed as a location that accepts PayPal and Mobile Payments.

Sorry for the rant, and it is on me as well to sign up and load a mobile card (which I'm not sure why I never got a physical card to go with it) with $10 before seeing if a location near me even accepted the program (or Mobile Payments, or PayPal), but it is frustrating that a franchise seems to be trying to get with the 2010s, but on the local level it feels more like the 1990s when it comes to understanding new fangled technology payment options.
