Anyone know of any US kitchen-friendly methods to cook this central Asian dish?

A Turkmen friend of mine sent me a recipe on how to cook it, but I'm curious if anyone here has attempted it.

This was one of the best things I remember from my Peace Corps experience in Turkmenistan.
