Places that do low-carb artfully?

It has been hard to find restaurants to please a palate temporarily on a low-carb, low-sugar regimen. Bread/pasta/noodles/rice are out; many Asian sauces have hidden carbs/sugar; simple vegetable sides tend to be boring. Sashimi has been a blessing, but surely there must be restaurants other than Japanese that do wonderful fish, lean meats with exciting flavors and inventive vegetables? Berkeley/Oakland/Albany would be a bonus, as well as places that do all-day-and-evening breakfasts (eggs are fine).
