Pho Sate and "sate sauce"

I was at Magruders (Lee Highway & Graham Rd, Fairfax) around lunchtime today and thought I'd try the pho place Pho Sate in the same shopping center. Seems like I read here a while back that it used to be pretty good. Good stuff, with the broth a bit spicier than what I usually get.

They serve a little dish of sauce with it that I haven't had in other pho shops before. When I asked the waiter what it was, he called it "sate sauce" but his English didn't go enough further than that when I asked if it was to be added to the soup, or used as a dip for the meat. Although I saw several others eating bowls of pho with that little dish on the side, I didn't see what anyone did with it if anything.

It was a light brown oil, possibly toasted sesame oil, with black peppery flakes in it. It wasn't bad as a dip for the meat. Does anyone know what I was eating and whether I was doing the right thing with it?
