Philly restaurant for 30 people?

My soon to be in-laws would like to host a dinner for family the night before my wedding. Looks to be about 30 people and price is a concern (trying to keep it under $20 per person).

The problem: ethnic food is out. The in-laws are lovely folks, but not adventurous eaters. They prefer chains - Olive Garden, Steak and Ale, etc. But, I can't bear the thought of bringing people to Philadelphia and taking them to a chain!

My problem is that most of my favorite places are too expensive.

Any thoughts?
