philly on a budget,, plus "quieter" ambiance

I have read through much of this board, culling down BYO suggestions (of which there were many!) I assume the food is good at all, so......

If you were going to look at this list with an eye towards 1) budget (less than $60 for 2 people, incl gratuity), and 2)a good place for friends to talk...not too crowded and noisy on a Fri or Sat night, which of these(or other) would you recommend? A place that takes reservations would also be a plus--specific type of food is less important than having a nice pleasant dinner and reconnecting with old friends. Will be in town several nights so we could try out a few different neighborhoods.
