Pepperoni Roll Help

So I've been attempting to make pepperoni rolls like I get at a local Italian grocery store (they're incredible). Here's my dilemma: using pizza dough, my pepperoni rolls come out with an overly dry crust. When I buy the pepperoni rolls from the store, I notice the pepperoni is also cooked within, without burning the outer dough. My pepperoni rolls always have pepperoni that isn't cooked as well as I'd like, and the bread burns/dries too much. I also notice that pepperoni rolls I buy at the store have an amazing crispy bottom crust from the pepperoni. I assume that the "undercooked" pepperoni in my own recipe means the oils from the pepperoni aren't released into the bread. I want this to happen.

I've looked up multiple recipes to check on oven temperatures, and tried to lower my temp batch after batch to see if I can get the results I'm looking for, with no success. Generally, I'm just asking for some tips on things to try to get closer to a pepperoni roll with a fluffier, breadier crust, while also having crispy pepperoni. Would white bread dough work better than pizza dough?
