Peeled pearl barley vs pearl barley

We are trying to cook the beef oxtail recipe in Nourishing Traditions and it calls for "pearl barley". What we found at the first store we went to is "peeled pearl barley", so we bought it.

Afterwards, we went to another store for some other items we needed and noticed that this store carried "pearl barley", not "peeled pearl barley". All this time I thought they were the same. But that can't be as they look very different. I tried to Google the two items, but I'm not getting any hits.

Does anyone know what the differences are between the two? Can we just use the "peeled pearl barley" for the recipe or should we go and buy the "regular" pearl barley?
