New Orleans foodie visits London

I promise not to pose the question, "Where do I eat in London?" but still what a daunting subject in such a large city. I will do my best to be as specific as possible. I have three questions: 1) a great spot for lunch, European cuisine, near St. James and Pall Mall. 2)A casual dinner also near the same area or let's say up to 15 minutes walking or a 10 minute cab ride with good food, convivial and lively atmosphere but even a bit on the posh side; not necessarily ethnic but interesting, good, and fun. 3)A nice splurge dinner but bearing in mind that I will have two older gentlemen with me who wear coat and tie to meals and who like old fashion service and food. They want a doting maitre'd, good, traditional drinks (a real martini and not mangotinis)probably beef and a good chocolate souffle for dessert. What is a traditional and somewhat formal place but with excellent food. We ate at the Savoy 5 years ago and the food was completely mediocre. I understand that it has undergone a complete renovation.
Also, any nice bars in the St. James area for before dinner drinks or even after dinner drinks? Thanks you all very much for any help you can give me.
