Origin of The Pepper Mill

I was watching a cookery show last night ( on the soon to be no more Carlton food Network - ) and the presenter claimed that the Pepper mill as we know and love it was invented by none other than Elizabeth David as recently as the 1940's

Now I am capable of believing that the blessed La David was an extraordinary woman who contributed as much to food a food writing as anyone in history, I also would believe that she could walk on water, but surely the pepper mill was around long before this?

can anyone shed any light on this mystery?
