Orange dust/powder on Kon(m)bu...

Hey guys! first time posting here so I would like to first thank this great community for providing me with tons of answers for the past couple of months!

So I bought some cheap chinese kombu at my local asian market. When I opened it, I found out there was some odd looking orange dust/powder that almost looked like some kind of rust. (picture below)

My question is this; is it normal for some kind of kelp (cheap ones maybe) to have that kind of stuff on it? Is it safe? Could it be only dirt? Should I simply burn it to prevent the demons inside from taking my soul?

Looks like some kind of oxydation and I must admit that the first dashi I did with it tasted really different than the ones I had made before with japanese kombu.
