best method for stuffed green peppers?

haven't made stuffed green bell peppers in awhile..and was looking up recipes, and some call for browning meat before hand, and others don't...just stuffing the pepper with it in raw form....thought browning it sounded best...

Was going to make the rice, set aside, brown the meat, set aside, and then brown some chopped scallions and tops of peppers, --unless sweet vidalia onions would be better??

Then combine these above ingredients into a bowl, pour some chopped tomatoes from can, and tomato sauce--or paste??? add some worcestshire, oregano, salt and pepper....

Should I throw the peppers in some boiling water for a few minutes to soften them up, or just stuff in competely raw form...????

Was going to cook it at 350' for an hour...
Was going to top it with some breadcrumbs, drizzle some olive oil, and then add some shavings of Parrano cheese about 15 minutes before it's down----
