Lime leaves - Safety????

I went to four separate Asian markets today before I was able to find lime leaves. Two of the places that don't carry them said that they are now illegal to import into the US. The proprietress of the last place, Duangrats Oriental Grocery, said that yes, in fact, you can't get them imported into the US, but that the ones they carry are from Florida.

Can anyone educate me as to why lime leaves are in fact illegal to import? Are they unsafe? And, what are the chances that I'm being misled into using an ingredient that I'm best off not using?

A woman at one of the markets that doesn't carry the leaves said lemongrass is find substitute.
