No License/BYOB in L.A. County??

It was my understanding that bringing your own into a restaurant without a wine/beer license, which is allowed in many places I've lived, is not legal around here, according to either the state or the county. I know it's done, but had heard or read that if anyone filed a complaint or an inspector observed it there would be penalties. But someone just posted a letter on a neighborhood board saying that it's perfectly legal, though the house can't charge corkage. Since my memory has been a bit too creative for years and isn't getting any better, I could use a bit of help her. And thanks.
