Leisurely lunch in Sac--with parking

A friend is coming to Sac to meet me for lunch. We are planning one of those long leisurely lunches in which we catch up on all possible news, gossip, and whatever-became-of? We want relative quiet and to not be rushed. (We'll meet at 1PM to make it easier not to rush). She will be coming from the west and is not very familiar with Sac, so I'd like to find something either downtown, or not far from a freeway exit. Don't want to go all the way to Roseville or Rancho, though.

I am pretty familiar with lunch spots downtown and there are several that I think would work. But I am used to walking to lunch spots from my office. I don't really want to make her pay for parking. So, I'm interested in other suggestions that might include free parking.

How are the Tower Cafe (Broadway) and California Cafe (Arden Fair) for ambiance & food? Is the Cheesecake Factory worth it? Other ideas for either restaurants or scoring free parking?
