Lavender: dried vs. fresh?

If a recipe calls for fresh lavender flowers, can I substitute successfully with dried flowers?

Specifically, I'm making a syrup of lavender and strawberries to freeze into a sorbet. However, I'd probably use the dried lavendar in some meat dishes as well.
