Keeping partially-eaten pet food in fridge

Hi people-
I have a question. I gave a roommate that likes to take her dog's food bowl and place it -- with the partially eaten food-- right in the fridge where our food is. She has finally agreed to cover the dogs bowl with a plate but it was still a dog food bowl sitting on the floor and eaten from. Is this safe? Any "authority" or guidance that would show its not safe? It seems really weird to me.
