ISO a recipe for "sweet vinagrette" served at a S.I. restaurant

Last Friday I took my sister-in-law to a local Staten Island retaurant, RH Tugs, and they served her a salad dressing they called "sweet vingrette" She RAVED about it (I don't eat salad or dressing so I'm no help)and we tried to get the recipe with limited success. The chef copped to using cider vinegar, mustard powder and onion powder but that's all he would tell us. It was thin and white, as if it may have had milk as an ingredient. I probably have the best sister-in-law in captivity so if anyone can shed some light on this I'd greatly appreciate it.
