those insanely cheap spices in big boxes at street fairs

So, I've bought them.... and used them.... and seem to feel that they work just fine, however.... lets look at the price of say, cumin, at the grocery. A little bottle of like McCormick or Spice Island or something will cost you about 2 or 3 dollars, with a per pound price of something like $45. (I'm making these numbers up but you get what I'm saying....) then, go to a small indian grocery or street fair stand and you can get a giant plastic jug, weighing about a pound, of cumin for $1.99. what gives? I was convinced it was half saw dust but it doesnt seem to be... so is it somehow lower quality? Are the grocery-brands just making a mint on folks who like to get it all in one place? How is it possible to get a tree worth of bay leaves for 2 bucks? now, I'm not complaining, rest assured.... Its just curious...
