Induction Hi Heat Safety Function?

So this isn’t a huge deal, but am looking for some other opinions on what may be going on.

I put a pot of water on my range and turn the dial to “hi”. The water starts doing its thing and bubbles and is on its way and then at some point it stalls and levels out at say an “8.” I could then let it go and it will slowly come to a rolling boil, but more often than not I turn off the burner and turn it back on to “hi”. It immediately gets “over the hump” and comes to a rolling boil.

So, is this some kind of overheating/safety function the range is doing? Too much power too quickly? That’s my guess. This occurs with all of my pans - All Clad, Demeyere, Lecreuset, etc.

I’ve been meaning to test whether going from 6 to 8 to “hi” over the course of say 10 seconds would eliminate this “too much power too quickly” issue.

Anyway, was curious if others have found this happening with their own induction cooktops and if others could provide some insight.
