Impossible reservation at Sushisho Masa - HELP

Hello dear Chowhound community,

this is my first post. I am massive fan of Japan and specially its cuisine, being one of the biggest ramen & sushi nerds, preparing this kind the stuff myself as much as I can. I am heading to Tokyo for 18 Days in March, finally!
Sushisho Masa is the place I have been excited about for years, really years. I have a contact / host / agent in Tokyo who is helping me with everything, but could not make this reservation for me. "Strict cancellation policy" and "only hotel concierge" were the words... I understand that restaurants with only 7 seats dont want random tourist not coming, getting lost or not knowing that they have to pay at least 20.000 Yen...but WHY cant even a Japanese person living in tokyo make this reservation?
I have tried 7 Hotels to make this reservation for me, nothing, as I will not be staying at a Hotel, they would not be able to charge me with the hefty cancellation fee if I dont go to the restaurant.

Please somebody help me, I am helpless and have tried everything in my power...
I have waited for years, so excited for this place that i might faint, and I just cant get a place.

(They have a lot of free seats in March, that much my agent could say)
