Hot Dog Carts

I've resided in new Orleans for better then a year now. Prior to my residence here, I lived in New York, Boston, Philadelphia and Baltimore. I can say with out reservation, that New Orleans is lacking very little in the quality of its quisine. Of course everyone knows that already. The surprise is, after having traveled throughout the area for a year, I find only the French Quarter has hot dog carts.I found that unusual. There seems to be many places such as the business and wharehouse disrticts, Universities and other places that hot dog carts would be expected to be found. Not to mention, the many night spots outside the French Quarter. Is there a reason for this? City ordinance etc. Also, while on the subject, I can not locate an establishment that serves sauerkrautt with hot dogs, Everything else, but no sauerkrautt as one would find in the above mentioned cities. Any reason for this, or where is there a place that serves it. don't take this as a complaint, this city has all others beat in the food arena. Thanks for listening.
