Hot Chocolate Recipe for Gift-giving?

I'm a big fan of MarieBelle's hot chocolate: its a powder that comes in a can but doesnt have cocoa, just delicious chopped up chocolate (ingredients: belgian chocolate, sugar, cocoa butter). Unfortunately even the small size is $17 which is a little too much for a holiday gift (especially since it won't be seen as the main gift).

So I'd love to make some hot chocolate powder mix for gift-giving but all the recipes I have found start with "melt some chocolate." Anyone have a recipe for a powder? Ideally the recipe could just be combined with water for a declicious hot beverage (MarieBelle's can be made with milk but is even better with water).
