Higher BTU sealed vs. lower BTU open buner

I've read various posts and responses on open vs. sealed burners, but haven't really seen anything that addresses this in particular...at what point does a higher BTU sealed burner pretty much equal a lower BTU open burner in performance regarding heat transfer to the cookware and keeping up temperature? For example, would a 15000 BTU open burner heat up a 14" cast iron skillet and keep temperature just as well as a 19000 BTU sealed burner? Let's assume that both burners are working well and that the flame distance from the cookware is equal on both burners...I'm debating this subject and it will help me decide on which range to get for my kitchen remodel!
