Hard Caramel Recipe (like Nips or Werthers)

I'm hoping to make CBD candies for two ill relatives that wouldn't try it if it's not in a tasty edible. I want to make my own to make sure I use the highest quality. I also want to make something you suck on slowly because I want them to pace themselves, but something tasty. Like a Werthers or even better a Nips candy.

I have a lot of recipes for caramels and for truffles. But I'm not sure, how do I make a caramel candy where the outside shell is hard so you suck it rather than bite and chew it, like Werther's or Nips? I do see some shares where people say, "caramel came out too hard", I'm not sure if that's the same as the Nips/Werthers/hard caramel candy I'm intending?
