First sighting for the new year (though it opened last year) is a significant one. Happy Harbor has opened up a West San Gabriel Valley branch in the Almansor Square shopping center. However, this is a much different facility from the Rowland Heights location. It's not a dim sum and full menu dinner operation, but rather a limited menu restaurant that opens at 7 am for breakfast. My guess is that the format has something to do with the fact that they are immediately adjacent to Top Island Seafood, which is a dim sum and full menu dinner restaurant. Happy Harbor Cuisine, as it is called, has a $5.88 breakfast special, as well as noodles, congee and a half dozen varieties of cheung fun, but no other dim sum. Also an eclectic mixture of rice and noodle dishes and expensive entrees. The total number of menu items including breakfast, lunch and dinner items is under 100. I had the soy sauce silver cod. While it was pretty good, $17 is quite a bit to pay for three small fish squares. Street address is 736 E.
