Should Handles on Cookware be rated for it's FULL Capactiy

Sunday I had triple stockers going on...12 making soup, 8 steaming, 15 making stock.

I can't recall if it was 80% loaded or MORE but it was pretty full on the 15. Anyhow, went to tip it and while pouring, I NOTICED a small flex that had occured while handling it. It was minute but noticeable. Obviously a handle breaking with such large capacity and hot liquids is not exactly great....

Anyhow, this is a new to me pot.
I'm not sure if was the loop on the handle itself or the base weld (where the handle base is welded to the sidewall) .More observation is needed.
Maybe it was the sidewall that minuely flexed ? Dunno

The flex while minute, it was for me to trigger a let's put this down, scoop some put and pour when half full sorta moment...
