Where was the hamburger invented?

Many places claim to be the birthplace of the hamburger.
Was it Louis' Lunch in New Haven? Or were they named after German city of Hamburg, Germany or was it Hamburg, New York? Did "Hamburger Charlie" in Seymour, Wisconsin invent the hamburger? In Texas Fletcher Davis of Athens, Texas is said to be the inventor.
Tulsa, OK also claims to be "The Real Birthplace of the Hamburger".
