Green Garlic Meat

Hi, I know that when garlic ages, it tends to sprout a green thing in the middle.

Well, frequently I get garlic and start peeling them, and not only is there a green thing in the middle, but parts of the actual garlic meat are green too.

Is this a mold/fungus?

Is it safe to eat cloves that are actually turning green?
